Abstract
Ciddi can, mal ve çevre kayıpları ile sonuçlanan tehlikeli kimyasalların neden olduğu büyük endüstriyel kazalar için Arazi Kullanım Planlaması(AKUP) son derece önemlidir. Arazi Kullanım Planlaması(AKUP), endüstriyel kuruluşun etrafındaki arazinin kullanımı, civarındaki yapı ve unsurlarla etkileşimini, bırakılması gereken emniyet mesafelerini, imar planı konularını kapsayan bir kavramdır. Çalışmada, ülkemiz mevzuatında yer almayan bu önemli konunun araştırılması ve konuya yönelik çözüm önerilerinin belirlenmesi amaçlanmıştır. Bu amaçla, öncelikle AKUP ile ilgili ulusal mevzuat incelenerek mevcut durum analizi yapılmıştır. Ardından uluslararası mevzuat ve bilimsel kaynaklar değerlendirilerek, Türkiye’ de büyük endüstriyel kazalara yönelik AKUP problemi için çözüm önerileri getirilmiştir. Çalışmanın, konuya yönelik bilimsel ve mevzuat çalışmalarına önemli katkılar sağlayacağı ön görülmektedir.
