Abstract
Son zamanlarda dünyada hızlı bir değişim ve dönüşüm süreci yaşanmaktadır. Söz konusu değişim ve dönüşüm sürecinin etkilerini kamu yönetimi alanında da görmek mümkündür. Mevcut sorunlarını aşamayan kamu yönetimi sistemleri, küreselleşmenin ve bilgi teknolojilerindeki gelişmelerin tetiklediği değişim ve dönüşüm süreci sonunda yeni sorunlarla karşı karşıya kalmaktadır. Sorunları çözmek ve gelişmelere ayak uydurmak amacıyla yönetim sisteminde reform yapmak bir yandan ihtiyaç diğer yandan da zorunluluk haline gelmektedir. Söz konusu durum Alman kamu yönetimi sistemi için de geçerlidir. Bu noktadan hareketle Alman kamu yönetiminde de çeşitli reform çabaları gerçekleştirilmiştir. Bu çalışmada 1980’lerden itibaren başlayarak günümüze kadar gerçekleştirilen reform çabaları incelenmiş daha sonra Alman Tipi kamu yönetimi reformları üzerinde yoğunlaşılmıştır.
