Abstract

The problem of cultural and social integration from abroad which is regarded as a crucial stake within the framework of discussion of current reformation of the European Union, is also important for Turkey which has more than three million citizen in the borders of the European Union. Because of the complexity of social and cultural integration and its variable nature, it is necessary for us to discuss these stakes in a multidimensional manner. However, the disappearance of cultural borders in the globalized media can be regarded as an opportunity of convergence and interaction between different cultures. Under these conditions, these debates are focusing the researchers attention on the role of the media in sociocultural integration. Within this framework, the purpose of our research is to note how the programmers of Turkish radios(Metropol FM and Radiomultikulti Turkish redaction) describe the stakes of sociocultural integration of the Turkish immigrants who live in Germany and how these conceptions reflect on the radiophonic production.

Öz

Le problème d'intégration culturelle et sociale des étrangers qui est considéré comme un enjeu crucial dans le cadre de discussion de réformation actuelle de l'Union Européenne, est aussi important pour la Turquie qui a plus de trois millions de citoyen dans les frontières de l'Union Européenne. A cause de la complexité de l'intégration sociale et culturelle et de sa nature variable, il nous est nécessaire de discuter ces enjeux en une manière multidimensionnelle. Cependant, la disparition des frontières culturelles dans les médias mondialisés peut être considérée comme une opportunité de convergence et d'interaction entre les cultures différentes. Dans ces conditions-là, les débats focalisent l'attention sur le rôle des médias dans l'intégration socioculturelle. Dans ce cadre, notre recherche a pour but de constater comment les programmateurs de radio turc (Metropol FM et la rédaction turc Radiomultikulti) décrient les enjeux d'intégration socioculturelle des immigrés turcs qui habitent en Allemagne et comment ces conceptions reflètent sur la production radiophonique.

Öz

Avrupa Birliği'nin yeniden yapılanması tartışmaları kapsamında günümüzde en önemli meselelerden birisi olarak değerlendirilen göçmenlerin ya da yabancıların kültürel ve sosyal entegrasyonu sorunu, AB sınırları içinde üç milyondan fazla yurttaşı bulunan Türkiye için de büyük bir önem arz etmektedir. Sosyal ve kültürel entegrasyonun çok katmanlı yapısı ve birçok değişken içermesi, bu sorunla ilgili tartışmaların çok boyutlu bir biçimde ele alınması gerekliliğini ortaya çıkarmaktadır. Diğer taraftan küreselleşen medya ortamında kültürel sınırlılıkların ortadan kalkması Avrupa sınırları içinde potansiyel olarak kültürlerin kaynaşmasını, etkileşim içerisine girmelerini kolaylaştıracak bir durum olarak görülmektedir. Bu noktada tartışmalar kaçınılmaz olarak özellikle sosyal ve kültürel entegrasyonda medyanın rolü üzerinde yoğunlaşmaktadır. Çalışmamız; bu çerçeve içerisinde, Almanya'da yaşayan Türk toplumuna hitap eden bir radyo olan Metropol FM'in ve Radiomultikulti Türkçe Redaksiyonu'nun Türk Toplumu'nun Alman Toplumu'yla ve Avrupa değerleriyle entegrasyonu, siyasal ve toplumsal süreçlere katılımı ve/veya kimlik sorunları gibi meseleler ekseninde, yayıncılık anlayışlarını nasıl organize ettiklerini; radyo yayıncılarının ve programcılarının bu konuları ve sorunları nasıl tanımladıklarını ve anlamlandırdığını ve bu yorumlamalar boyunca geliştirdikleri programcılık anlayışlarını araştırmayı amaçlamaktadır.
