1961 Anayasası Sonrası TRT'nin İlk Döneminde Türkiye'de Radyo Yayıncılığının Analizi

1961 Constitution that was built up after 1960 movement influenced the radio structure of time together with all the other fields of society. The main aim of this study is to examine the structure of radio and the reflection of it to the press comparatively during the first year of TRT 1965 and before TRT of which broadcasting principles and institutional frame were determined by 1961 Constitution. For this aim, after investigating Cumhuriyet and Milliyet newspapers in the months of April, May, June, July, the parts in relation to the radio broadcasting were presented for the support of general evaluation. The study comes to a conclusion that although new developments came into existence and the institutionalization of a wider legal frame in terms of rights and freedoms was allowed, the bases of a form depending on planning and autonomy were built in the light of 1961 Constitution, in the first year of TRT some obstacles were experienced in practice and related to broadcasting principles, attitudes violating autonomy were observed and a new environment with freedom and polyphony in real sense could not be created.

L'objectif de ce travail est de faire une analyse comparative de la structure de la radio et ses repercussions dans la presse au moment où la TRT a ete fondée en 1965. Dans cette analyse, la période d'avant la TRT et la Constitution de 1961 se sont prises en considération pour évaluer les principes qui ont guidé le monde audio-visuel turc. Parce que les politiques de diffusion de la TRT et les structures sociales ainsi que la structure de la radio ont été déterminées par le coup d'Etat et la Constitution de 1961. Pour suivre les traces des images de la radio dans la presse, nous avons pris en compte les articles publiés sur ce sujet pendant quatre mois (avril, mai, juin, juillet de l'année 1965) dans les journaux Cumhuriyet et Hürriyet. Nous avons obtenu comme résultat à travers cette étude que même si avec la Constitution de 1961, il y avait des progrès dans le monde audio-visuel turc, l'autonomie et l'indépendance dans les diffusions audiovisuelles n'ont pas atteintes. Du fait de ce constat, on peut argumenter que l'objectif de construire une ambiance de liberté et pluralité a été loin d'etre réalisée dans cette année de 1965.

Bu çalışmanın amacı, toplumun tüm alanları ile birlikte dönemin önemli bir kitle iletişim aracı olan radyonun yapısını da etkileyen 1960 hareketi sonrasında gündeme gelen 1961 Anayasası'nın belirlediği doğrultuda kurumsal çerçevesi çizilen ve yayın ilkeleri belirlenen TRT'nin ilk yayın yılı olan 1965'de, radyonun yapısını ve basına yansıyan görüntüsünü TRT öncesi dönemle karşılaştırmalı olarak ve 1961 Anayasası ile ilişkilendirilerek incelemektir. Bu amaçla 1965 yılı Nisan, Mayıs, Haziran ve Temmuz aylarının Cumhuriyet ve Milliyet gazeteleri incelenmiş, radyo yayınları ile ilgili kısımları genel değerlendirmeleri desteklemek üzere sunulmuştur. Çalışmanın ulaştığı sonuç, 1961 Anayasası'nın yol açıcılığında, her ne kadar TRT öncesi döneme kıyasla ilerleme sayılabilecek bir takım adımlar atılmış, haklar ve özgürlükler açısından daha geniş bir yasal çerçevede kurumsallaşmanın, planlamaya ve özerkliğe dayalı bir yapının temelleri atılmışsa da, TRT'nin ilk yılında, yayın ilke ve işleyişinde tıkanıklıkların yaşandığı, özerkliği ve bağımsızlığı zedeleyici tutumların eksik olmadığı, gerçek anlamda özgürlükçü ve çoksesli bir ortamın oluşturulamadığı gözlenmektedir.
