Functions of Think Tanks in Turkey in The Context of Public Diplomacy and Foreign Policy

Abstract

The most known function of think tanks is to develop alternative policy advice for governments and decision-makers. However, think tanks are also intellectual organizations that produce not only concrete research outputs such as books, reports, analysis, policy notes, press releases, but also “relational processes and interactions” among different actors, such as national and international politicians, bureaucrats, business, academics, opinion leaders, media, and civil society. These relational positions make think tanks an important actor of public diplomacy. Think tanks in Turkey can engage in public diplomacy activities to explain Turkey’s foreign policy argument and paradigm to their international counterparts, keeping the country’s image strong abroad, they have functions such as develop civil, intellectual, political, and cultural relations to pave the way for the country’s official foreign policy moves. They provide information about developments in Turkey to foreign academic and diplomatic communities, media, and business and to present their opinions and suggestions on developments in different countries. For these purposes, think tanks publishing content in foreign languages, participate in international policy networks, and organize joint projects, meetings, and events to keep their relations with external stakeholders strong. The main objective of the study is to reveal what kind of activities Turkey-based think tanks are carried out in the context of public diplomacy and what are their basic motivations and success criteria in these activities. In this context, the findings of in-depth interviews with 16 Turkey-based think tanks were used.
