Covering Internet Filtering in Turkey: Actors and Frames in Newspapers

In 2011, Turkish regulatory agency, the Information and Communication Technologies Authority (BTK), carried out a regulation called the “Procedures and Principles for Safe Internet Service” that includes a centralized system for internet filtering in Turkey. The regulation which is also publicly known as “filtering internet access” or “internet censorship” has evoked heated debate among the public and criticism both in Turkey and abroad. Using content analysis and applying framing analysis, this study examines which actors and frames are present in four national Turkish newspapers’ coverage of this issue. More particularly, the study is concerned with the discourses the actors use to frame the issue.

L’Application de Service d’Internet Sécurisé (ASIS) a été mise en pratique en 2011 par L’Association de Technologie d’Information et de Communication (ATIC) par un système central qui filtre la connexion d’Internet en Turquie. L’ASIS, également connue en public sous le nom de “l’application du filtrage d’Internet” ou “la censure d’Internet”, a causé des débats tendus dans l’ensemble du pays et a suscité une opposition de la part du public, tandis qu’elle s’est exposée aux critiques des pays étrangers. Cette étude vise à analyser les acteurs et les encadrements utilisés dans les articles et les éditoriaux de quatre journaux nationaux comprenant les discussions, les données et les informations sur l’ASIS. Dans cette étude, qui vise principalement à analyser les discours utilisés par des acteurs afin d’encadrer le sujet, méthode d’analyse de contenu a été utilisée pour analyser les acteurs et les encadrements.

2011 yılında Bilgi Teknolojileri ve İletişim Kurumu (BTK) tarafından Türkiye’de internete girişi merkezi bir filtreleme sistemiyle düzenleyen Güvenli İnternet Hizmeti Uygulaması (GİHU) hayata geçirildi. Kamuoyunda “internete filtre uygulaması” ya da “internete sansür” olarak da anılan GİHU, ülke genelinde ateşli tartışmaların yaşanmasına ve toplumsal bir muhalefetin doğmasına neden olurken, ülke dışından eleştirilerin de hedefi oldu. Bu çalışma dört ulusal gazetenin GİHU’ya ilişkin tartışma, bilgi ya da enformasyon içeren haber ve köşe yazılarında yer alan aktörleri ve kullandıkları çerçeveleri incelemeyi amaçlamaktadır. Özellikle gazetelerde yer verilen aktörlerin konuyu çerçevelemek için kullandıkları söylemleri incelemeyi hedefleyen bu çalışmada, aktörlerin ve çerçevelerin incelenmesinde içerik analizi yöntemi kullanılmıştır.
