Covering Internet Filtering in Turkey: Actors and Frames in Newspapers

Abstract

In 2011, Turkish regulatory agency, the Information and Communication Technologies Authority (BTK), carried out a regulation called the “Procedures and Principles for Safe Internet Service” that includes a centralized system for internet filtering in Turkey. The regulation which is also publicly known as “filtering internet access” or “internet censorship” has evoked heated debate among the public and criticism both in Turkey and abroad. Using content analysis and applying framing analysis, this study examines which actors and frames are present in four national Turkish newspapers’ coverage of this issue. More particularly, the study is concerned with the discourses the actors use to frame the issue.
