Belediyelerin Kurumsal Web Sitesi Kullanımı Üzerine Bir İnceleme: Londra Büyükşehir Yönetimi ve İstanbul Büyükşehir Belediyesi Web Sitesi Ana Sayfalarının Karşılaştırılması

Abstract

In today's dynamic environment, both public and private sector organizations have long been using Internet as a new and effective public relations communication channel. Organizations have opportunity to build and maintain more close, effective and interactive relationships in electronic medium with their different key publics. Municipalities are, among parts of public administration, the closest link between citizens and public administration, are specifically oriented to local affairs. As the literature suggests, e-municipality applications constitute a positive relationship between population and e-government capacity at the local level. Consequently in order to serve effectively on the cyber area, municipalities need a 24 hours open and functional corporate web site, which can also be used to educate citizens besides giving information to them. This study examines and compares the corporate web sites of two large municipalities, Istanbul and London. Main page of a corporate web site has a major role as being the first information source and giving basic impression. Accordingly, the study is limited to compare the design of main pages of those municipalities as an information source. The main similarities and differences and accordance to the web site design criteria are found out and discussed in the end.

Abstract

Dans l'ambiance dynamique de nos jours, du point de vue des travaux de relations publiques, l'internet, étant un nouveau et important moyen de communication, est commencé à être utilisé d'une façon répandue et efficace dans des associations privées et publiques. Les associations peuvent établir et développer des relations plus proches, plus efficaces, plus interactives et mutuelles avec leurs contactes. Les associations qui utilisent dans le meilleur sens leurs sites internet créent une perception positive et réussissent de se positionner en avant dans le milieu concurrentiel. Les municipalités, étant les associations les plus proches au public, ont transformé leurs travaux en applications de e-municipalité en se bénéficiant du milieu électronique afin de mettre en oeuvre des services moderne aux compatriotes. On a besoin d'un site internet fonctionnel et disponible 24h sur 24 pour que les municipalités puissent offrir une service dans le milieu électronique. A part informer les gens, internet peut également être utilisé pour former et augmenter le niveau de conscience du peuple. Le but de cet ouvrage est d'analyser par un approche comparatif des sites officielles d'internet des municipalités d'İstanbul et de Londres, étant deux municipalités de métropole. La page d'accueil d'un site internet officiel donne la première impression à l'utilisateur et possède une rôle importante étant la première source d'information. Dans l'analyse, seulement les pages d'accueil des deux sites internet ont été comparées et le sujet d'analyse est limité dans le cadre de conception du site internet qui est une source d'information. Dans cet analyse, le but est de préciser les ressemblances, les différences et la compatibilité aux critères au niveau de conception des deux sites.

Abstract

Günümüzün dinamik ortamında halkla ilişkiler çalışmaları açısından yeni ve önemli bir iletişim aracı olan internet, gerek kamu kuruluşlarında gerekse özel sektör kuruluşlarında yaygın ve etkin biçimde kullanılmaya başlanmıştır. Kurumlar elektronik ortamda hedef kitleleriyle daha yakın, etkin, etkileşimli, karşılıklı yarar sağlayan ilişkiler kurup geliştirebilmektedirler. Kurumsal web sitelerini en doğru biçimde kullanan kurumlar olumlu bir algılama yaratmakta ve rekabetçi ortamda öne çıkmayı başarmaktadırlar. Halka en yakın kamu kuruluşları olan belediyeler de, vatandaşa çağdaş hizmetler götürebilmek için elektronik ortamdan yararlanarak çalışmalarını ebelediyecilikuygulamalarına dönüştürmüşlerdir. Belediyelerin elektronik ortamda hizmet sunabilmesi için 24 saat kullanıma açık işlevsel bir web sayfasına ihtiyaç vardır. Web sitesi kamuoyunu bilgilendirmenin yanı sıra eğitmek ve bilinçlendirmek amacıyla da kullanılabilmektedir. Bu çalışmada, iki metropol kentin belediyesi olan İstanbul ve Londra Büyükşehir Belediyelerinin kurumsal web sitelerinin karşılaştırmalı olarak incelenmesi amaçlanmıştır. Kurumsal web sitesinin ana sayfası,kullanıcıya ilk izlenimini verir ve ilk enformasyon kaynağı olarak önemli bir role sahiptir. İncelemede iki web sitesinin yalnızca ana sayfaları karşılaştırılmış ve inceleme konusu 'bir enformasyon kaynağı olarak web sitesinin tasarım boyutu' ile sınırlandırılmıştır. Bu incelemede; iki farklı sitenin birbirleriyle benzerlikleri, farklılıkları ve web sitesi tasarımı yönünden ölçütlere uygunluğu belirlenmek istenmiştir.
