Nazi Hükümetinin Türk Basını Hakkındaki Değerlendirmeleri (1935-1944)

According to the documents of German Ministry of Foreign Affairs, the assessments of NSDAP government about Turkish press started in 1935 and continued until 1944, when the relations between Turkey and Germany was cut off. Although the number of documents in which the Germans’ assessments about the Turkish press were limited before the World War II, these assessments increased together with the war and reached to the peak in 1941. Although the German government was well aware of the fact that the Turkish press was under the control of Turkish government, they even considered to give away some money as a bribe. However, the criticisms of a number of Turkish members of press against Hitler and NSDAP government reduced in numbers, but not completely ended, due to the pressure of the Turkish government when Germany invaded Bulgaria and get close to Turkish borders. The criticisms in the Turkish press even continued until the end of World War II. During Turkish – German diplomatic and commercial negotiations, Turkish government acted according to situation upon the warnings of the German government officials, and diplomats and they promised to control the press on some occasions or told that it was impossible to do something about it due to the freedom of press on some other occasions. In this study, the reasons of these assessments of the NSDAP government about Turkish press are examined by analyzing the German documents which are dated back to between 1935 – 1944.

Alman Dışişleri Bakanlığı belgelerine göre NSDAP hükümetinin Türk basını ile ilgili değerlendirmelerinin ilki 1935 yılına, sonuncusu da Mayıs 1944 tarihine aittir. Türk basını ile ilgili değerlendirmelerin yer aldığı belgeler, savaş öncesinde çok az sayıdayken, savaşla birlikte artmış ve 1941 yılında doruğa ulaşmıştır. Alman hükümeti, Türk basınının hükümetin kontrolünde olduğunu bilmesine rağmen, Nazi aleyhtarı tavrını değiştirmek için bir miktar parayı rüşvet olarak vermeyi dahi planlamıştır. Bunun yanında bir kısım Türk basın mensuplarının Hitler ve NSDAP hükümetine karşı eleştirileri, Almanya’nın Bulgar topraklarını işgal edip Türk topraklarına yakınlaşması üzerine hükümetin baskısıyla azalmış, fakat son bulmamış, hatta II. Dünya Savaşı’nın sonuna kadar sürmüştür. Türk hükümeti ise Türk-Alman diplomatik ve ticari görüşmelerinde, Alman hükümet yetkilileri ve diplomatlarının uyarıları üzerine, duruma göre hareket ederek bazen basını kontrol edeceği sözünü verirken bazen de basın özgürlüğü açısından bunun mümkün olamayacağını ileri sürmüştür. Bu çalışmada, 1935-1944 yıllarına ait Alman belgelerinden yola çıkılarak NSDAP yönetiminin Türk basını ile ilgili değerlendirmeleri incelenmektedir.
